Complaint letter to the electricity department, filled in for you

An electricity complaint letter tells the Assistant Engineer or Executive Engineer of your distribution company about a problem with your supply, bill or meter, quotes your consumer number, and asks for an inspection and correction. Fill in the form, download the letter, and submit it at the sub-division office or by email, keeping the acknowledgement and complaint number.

Opening the form…

This is a general format to save you time, not legal advice. Read every clause, change what does not fit your situation, and for a dispute or a large amount, consult a lawyer.

What is a complaint to electricity department?

This is a formal complaint to your electricity distribution company (discom). It lists your consumer number, meter number and address, the problem and since when, any disputed bill amount and earlier complaint numbers, and asks for a specific fix. It also says you will go to the Consumer Grievance Redressal Forum and then the Electricity Ombudsman under the Electricity Act, 2003 if the complaint is not resolved.

When do you need a complaint to electricity department?

  • Power cuts are frequent or long in your area.
  • Voltage keeps going up and down and is damaging appliances.
  • A bill is far higher than usual or clearly wrong.
  • The meter is running fast, has stopped or shows an error.
  • A new connection is delayed, or wires or a pole near you are unsafe.

Documents needed for a complaint to electricity department

  • Your latest electricity bill (it has the consumer number and office address).
  • The disputed bill and a few earlier bills, for a billing complaint.
  • Photos of the meter reading, damaged wires or pole, if relevant.
  • Earlier complaint numbers from the helpline or app.

How to make a complaint to electricity department: stamp paper, signing, submitting

  1. Choose the Assistant Engineer (usually the sub-division) or the Executive Engineer (division), and write the company name from your bill.
  2. Fill in your consumer number, meter number and address exactly as on the bill.
  3. Choose the problem and describe it in one or two sentences. For a bill, add the month and disputed amount.
  4. Download, sign and submit it at the office (get a stamped copy) or email it to the address on the bill.
  5. If it is not resolved, approach the Consumer Grievance Redressal Forum of your discom, and then the Electricity Ombudsman.

Common mistakes

  • Leaving out the consumer number. The office cannot trace your connection without it.
  • Not keeping the acknowledgement or complaint number, which you need for the grievance forum.
  • For dangerous wires, only writing a letter. Also call the discom’s emergency helpline at once.
  • Disputing a bill without comparing it with earlier bills and the actual meter reading.

Questions people ask

What is the Consumer Grievance Redressal Forum?

Under the Electricity Act, 2003, every distribution company must have a forum to hear consumer grievances. If the forum does not resolve your complaint, you can approach the Electricity Ombudsman appointed by the State Electricity Regulatory Commission.

Should I pay a bill I am disputing?

This letter does not decide that. Rules on paying disputed bills differ by state and regulator, so ask the discom office or check your state commission’s regulations before you decide.

Whom should I address: Assistant Engineer or Executive Engineer?

Start with the Assistant Engineer of your sub-division. Write to the Executive Engineer of the division if the sub-division does not act.

Can I write it in Hindi?

Yes. Switch the document language to Hindi and the whole letter is written in Hindi.
