JPG to PDF: Combine Photos and Scans Into One PDF

By IndiaDigital6 min read

Combine JPG photos into a single PDF

  1. Take or collect your photos, cropping each one to the document edges and rotating it upright.
  2. If any photos are iPhone HEIC files, convert them to JPG with the HEIC converter first.
  3. Open Images to PDF on IndiaDigital in your phone or computer browser.
  4. Add all the JPG or PNG files at once.
  5. Arrange them in the order they should appear, for example front of the ID before the back.
  6. Create and download the PDF, then compress it if the upload portal has a size limit.

When you need photos as one PDF

Plenty of everyday forms ask for a single PDF when what you actually have is a handful of photos. Job applications want your certificates in one file. College admissions want mark sheets and ID proof. Insurance claims, visa applications, rental agreements, expense reports and GST paperwork all tend to ask for one document rather than six separate pictures.

Sending one PDF also makes life easier for the person receiving it. Pages stay in the order you intended, they open in any viewer, and nobody has to download and rename a stack of files called IMG_2041.jpg.

You can do the whole job on a phone or on a computer. A phone is usually quicker when the photos are already in your gallery and the form is open in your mobile browser. A computer is more comfortable when you have many pages to arrange, need to check small print on a larger screen, or are collecting scans from a printer's scan-to-folder feature. The steps below are the same on both, because the tool runs in the browser rather than as a separate app.

Before you start, gather everything the form asks for in one place, such as a folder on your computer or an album on your phone. It is much easier to arrange pages when you are not hunting for the back of your Aadhaar card halfway through.

Get the photos right before converting

The PDF can only be as good as the pictures you put into it. A few seconds spent on each photo makes the final document much easier to read.

  • Shoot in good light. Daylight near a window works well. Avoid the flash, which often leaves a bright glare on glossy paper.
  • Hold the phone flat above the page, not at an angle, so text stays straight and even in size.
  • Use a plain, contrasting background, such as a dark table under white paper.
  • Crop to the edges of the document. Your phone's built-in editor can crop and straighten in a few taps.
  • Rotate pages upright before converting, so readers do not have to turn their heads.
  • Check readability. Zoom into the photo and make sure small print, signatures and stamps are clear.

TipMany phones have a document-scanning mode in the camera or notes app that crops and flattens pages automatically. Save the results as images, then combine them here if the app does not give you a single PDF.

How to combine images into one PDF

Our Images to PDF tool takes PNG and JPG files and puts them into one PDF in the order you choose. It works in the browser on Android phones, iPhones, Windows PCs and Macs, with no app to install and no account.

  1. Open the tool and tap or click to add images. You can select several at once from your gallery or folder.
  2. Look at the order. Drag the thumbnails so the pages read correctly: page one first, front before back.
  3. Remove any photo you added by mistake.
  4. Create the PDF and download it to your device.
  5. Open the PDF and flip through it once to confirm every page is there and upright.

Multi-page documents: order, rotation and naming

Getting pages in the wrong order is the most common mistake with photo-based PDFs, and it is easy to avoid. Your gallery sorts photos by the time they were taken, so if you photograph pages in order, they will usually appear in order. If you retake page three after page five, it will be at the end.

  • Photograph pages in sequence, and if you retake one, check its position in the tool before creating the PDF.
  • For ID cards, put the front first, then the back, unless the form asks otherwise.
  • Keep one document per PDF when a portal has separate upload slots, such as one for your degree certificate and another for your caste or income certificate.
  • Rotate before you convert. Landscape documents such as some certificates should be rotated so the text reads normally; a sideways page is awkward to read on a phone.
  • Name the file clearly, for example Priya-Sharma-Class12-Marksheet.pdf, rather than leaving the default name. Officers handling hundreds of applications will thank you.

If the document has many pages, such as a long agreement, it can help to make two or three smaller PDFs first and then combine them, so you can check each part's order as you go.

iPhone photos and the HEIC format

iPhones save photos in HEIC format by default to save storage space. HEIC files look fine on the phone, but many websites, Windows programs and online forms do not accept them. If your photos have a .heic extension, or a form refuses them, convert them first with our HEIC converter, which turns them into JPG in your browser.

Once converted, add the JPG files to Images to PDF as usual. If you move photos from an iPhone to a Windows PC regularly, our guide on opening HEIC files on Windows covers the options, including changing the iPhone camera setting so new photos are saved in a more widely supported format.

Keeping the PDF small enough to upload

Phone cameras take large, detailed photos, and a PDF made from several of them can easily become too big for a government or job portal. Many Indian portals set strict upload limits, sometimes a few hundred kilobytes for a document.

ProblemFix
PDF is slightly over the limitRun it through Compress PDF and check the text is still sharp
PDF is far over the limitCrop photos tightly and reduce their resolution before converting, then compress
Portal wants each document separatelyMake one PDF per document instead of one big file
Text becomes blurry after compressingUse a lighter compression setting, or retake the photo in better light

Our step-by-step guide to compressing a PDF to 100KB covers tight limits in detail. For everyday sharing, Compress PDF usually brings a photo-based PDF down to a comfortable size.

Watch outDo not compress so hard that numbers become unreadable. A rejected application because an officer could not read your roll number or Aadhaar details costs far more time than a slightly larger file. Zoom in and check after every compression.

Adding photos to an existing PDF, and privacy

If you already have a PDF, such as a filled form, and need to attach photos of supporting documents, convert the photos into their own PDF first and then join the two with Merge PDF. Our guide to merging PDF files for free explains how to set the order.

The photos people turn into PDFs are often sensitive: ID cards, bank documents, medical reports and certificates. IndiaDigital builds the PDF inside your browser, so your images are not uploaded to a server. When you are done on a shared or office computer, delete the downloaded files and close the tab.

Frequently asked questions

Can I convert JPG to PDF on my phone?

Yes. Open Images to PDF in your phone's browser, add photos from your gallery, arrange them and download the PDF. It works on Android and iPhone without installing an app.

How do I change the order of pages?

After adding your images, drag the thumbnails into the order you want before creating the PDF. The PDF pages follow that order exactly.

Why does the tool not accept my iPhone photos?

Your photos are probably in HEIC format. Convert them to JPG with the HEIC converter first, then add the JPG files to Images to PDF.

My PDF is too large for the upload portal. What should I do?

Run it through Compress PDF and check that the text is still readable. If it is still too large, crop the photos tightly and reduce their resolution before converting again.

Can I mix PNG and JPG images in one PDF?

Yes, you can add both PNG and JPG files to the same PDF. Screenshots are often PNG and camera photos are usually JPG, and both work together.

IndiaDigital tools run in your browser: files are processed on your device and never uploaded. Requirements set by portals, exams and government services change — always follow the official instructions you have been given.
