Park, sanctuary or reserve?
Think of three kinds of fence. A national park is a locked garden: animals live freely, but people may not graze cattle or collect wood inside. A wildlife sanctuary is a garden with a side gate: some use by people can be allowed. A biosphere reserve is a whole neighbourhood built around the locked garden, where villages and farms carry on in the outer ring.
- National parks and sanctuaries: Wild Life (Protection) Act, 1972
- In-situ: in the natural home · Ex-situ: zoos, botanical gardens, seed banks
Summary
India protects wildlife in its natural home (in-situ conservation) through protected areas declared under the Wild Life (Protection) Act, 1972. A national park is the strictest: people may not graze cattle or collect forest produce inside. A wildlife sanctuary can allow some of these activities. Conservation reserves and community reserves were added to the Act in 2002 to protect land near parks and land owned by communities. Zoos, botanical gardens and seed banks protect species outside their natural home (ex-situ conservation). India’s first national park was set up in 1936 as Hailey National Park; it is now Jim Corbett National Park in Uttarakhand.

A biosphere reserve is a much larger protected landscape where people still live and work around the edges. It has three zones, like the rings of a target: a fully protected core (often a national park), a buffer zone for research, education and limited use, and an outer transition zone with villages and sustainable farming. The idea comes from UNESCO’s Man and the Biosphere programme, begun in 1971. India’s first biosphere reserve, the Nilgiri, was declared in 1986 and spreads over Tamil Nadu, Kerala and Karnataka. Others include Cold Desert (Himachal Pradesh), Nanda Devi (Uttarakhand), Kachchh (Gujarat), Sundarban (West Bengal) and the Gulf of Mannar (Tamil Nadu), a marine reserve. Tiger reserves, notified under Project Tiger (begun in 1973), can cover several parks and sanctuaries.
